The role of foreign companies in shaping Iraq's oil policy (1927-1972)

This analytical study addresses the dialectical relationship between oil and sovereignty in Iraq during the period 1927-1972, revealing how oil wealth transformed from an economic resource into a decisive factor in shaping Iraqi politics. The study traces the evolution of the relationship between the Iraqi state and foreign companies, starting with the stage of complete corporate dominance through unfair concession agreements, through the stages of national resistance and partial reforms, and finally reaching the moment of complete liberation through nationalization. The study highlights the mechanisms used by foreign companies, especially the Turkish Petroleum Corporation (IPC), to maintain their control over the oil sector, including political and economic pressures, controlling production rates, and influencing sovereign decisions. It also sheds light on the development of Iraqi national awareness and the accumulation of expertise that enabled the country to seize sovereignty over its natural resources. The study reveals the radical shift in the balance of power after nationalization, as Iraq moved from a subordinate position to an active player in the international oil market, despite the technical and economic challenges it faced. Through an analysis of historical information and oil agreements, this study provides a comprehensive view of the complex interaction between economic and political factors in shaping the path. The modern Iraqi state reveals how oil became a tool for the struggle for power and influence, both internally and externally. This historical experience remains profoundly significant for understanding the challenges of development in rentier economies and the complex relationship between political independence and economic dependence in the developing world.
