حرية الرأي والتعبير في الصحافة الامريكية خلال الحرب الأهلية الامريكية 1861-1865

تشكل حرية الرأي والتعبير في الصحافة، أحد أهم ملامح النظم الديمقراطية في العالم، وتعد أحد معايير التقدم فيها، ومع ذلك فأن تلك الحقوق غالباً ما تتعرض لظروف تعمل على تقيديها أو الغائها، أما بصورة دائمة كما في الانظمة الدكتاتورية، أو بصورة مؤقتة، كما في حالات الحروب والاقتتال الداخلي وغيرها من الظروف الطارئة، لذلك وجب دراسة كلا الحالتين بغية الوصول الى تأسيس بيئة مؤمنة تسمح بممارسة تلك الحقوق بمستويات معينة خلال تلك الظروف، بما لا يسمح الغائها نهائياً والسماح بممارستها في كل زمان ومكان ومهما كانت الظروف والمعطيات. وعلى قدر تعلق الامر بموضوع البحث، فأننا سننقل في البحث تجربة ممارسة تلك الحقوق زمن الحروب الاهلية والاقتتال الداخلي، وسنركز الحديث عن الحرب الاهلية الامريكية (1961-1865) بوصف أن الولايات المتحدة الامريكية وفق المعايير العالمية من الديمقراطيات المتقدمة في العالم.
