هدفت الدراسة إلى الكشف عن طبيعة العلاقة التي تبنيها المعاهد الأجنبية مع الجمهور العراقي، وتسعى إلى التعرف على أبعاد بناء العلاقة، وطبيعة السياسات الاتصالية المعتمدة، والتحديات التي تواجه المعاهد في هذا الإطار، والآليات التي تستخدمها لمواجهتها. اعتمدت الدراسة المنهج الكيفي، بإستخدام أداة المقابلة مع مدراء المعاهد الثقافية الاجنبية، ومسؤولي العلاقات العامة في المعاهد، لتقديم رؤية متكاملة حول بناء العلاقة في سياق العلاقات العامة. توصلت الدراسة إلى أن العلاقة المباشرة والمستمرة التي توفرها المعاهد تشكل عنصراً جوهرياً في إدارة سمعة الدولة، حيث تتيح إنتاج معنى مشترك وتعزيز التقدير والثقة لدى الجمهور الخارجي. كما أظهرت أن فعالية هذه العلاقة تتأثر بطبيعة التفاعل، ووضوح السياسات الاتصالية، وقدرة المعاهد على مواجهة التحديات المحلية والثقافية.
أظهرت نتائج الدراسة أن بناء العلاقة في أنشطة العلاقات العامة الدولية تمثل عملية استراتيجية تهدف للحفاظ على علاقة مستدامة بين الدولة والجمهور الخارجي، تبين أن المعاهد الثقافية الأجنبية في العراق تعتمد استراتيجيات متنوعة في اختيار جمهورها، مع مراعاة القيم الثقافية المحلية لتسهيل التفاهم والانخراط، أيضاً كشفت النتائج أن أبعاد بناء العلاقة تُطبق ضمنياً، وأكدت الدراسة أن بناء العلاقة يعد محدداً أساسي ومهم في إطار عمل العلاقات العامة.
