Abstract

The progress and development of countries depend on the possession of the wealth of qualified human beings who benefit from its material wealth and re-produce it in new forms. There is no doubt that the gifted are the real wealth behind the prosperity of nations and their development. Instead, they are precious treasures on which the hopes are held in solving problems, future prospects, and in the development of ways of life in various fields.

    Therefore the gifted should have all forms of support and interest of all organs of society and its institutions because they have characteristics and extraordinary abilities which enable them to discharge their communities. As much as the community takes care of its human fortune, in the future it will reap fruitless results to achieve progress and prosperity. And there is no doubt that the interest in this category is a cultural inevitability posed by scientific challenges and modern technology. Hence, a large number of scientists in the far reach of the world had interested in doing research and scientific studies that work on the discovery of gifted and talented people through the monitoring of their characteristics, advantages, needs, and matters relating to their education and care.

    With the increased frequency of interest in the category of gifted and talented people globally and regionally, however, the building of national strategies for the gifted and excellent in Algeria has not been given the right of interest in science. The reason for those false beliefs is that education is considered a means to gain the certificate only. We did not hear one day that an institution signed a contracted with a university and asked formation of 30 individuals in a particular area, or encouraged innovation and initiative in this and follow up these initiatives. This was possible to be one of the reasons to open up in formulating strategies to look through the gifted and talented and the areas of their progress for sponsorship and development. This Algerian reality is totally against Arab and international efforts that work in this area and those countries have taken steps towards civilization for years, and here Algeria did not think even to search and delve in this field and why not do the same,  In our paper, we will show some leading research experiments in the Arab world and internationally in this field.
