This research aims to understand the role of public relations represented by the Japanese Ambassador to Iraq in developing relations with the masses through Instagram based on the theory of prioritization. The ambassador's Instagram page was chosen because the ambassador enjoys the highest status as Japan's diplomatic representative in Iraq and plays an important role in developing relations with the public. The theory of prioritization was determined on the Ambassador's Instagram page through the survey methodology and content analysis tools, and the form included several categories, including: (Subject, format of posts, duration of videos, language used, target audience) The research reached conclusions, the most important of which is the interest of public relations represented by the Japanese Ambassador to Iraq to disseminate social issues where social issues are very important for the development of relations with the masses, because these issues directly affect public opinion, the Iraqi people as a majority of the masses present, in an attempt to get to know Japan to develop relations with them.
