Iraqi-Russian relations after 2003: reality and future

Center for Strategic and International Studies / University of Baghdad During the 1990s, Iraqi-Russian relations witnessed a state of political instability, which had a negative impact on the relationship between the two countries, due to the transformations that occurred in the Soviet Union, then in the Russian Federation, which negatively affected Russia’s positions towards the crises that Iraq was going through. Russia pushed To change its strategy, specifically after the Second Gulf War, by moving toward integration with the capitalist system instead of confrontation under the slogan of mutual dependence and balance of interests instead of balance of power. However, that change did not last long, especially after the year 2003 and the attempt of the United States of America to limit the Russian role in Iraq. Russia worked to develop its relationship with Iraq, specifically its economic relations, as it sees Iraq as an important economic partner. Therefore, Russia worked to support Iraq politically and economically until it became one of its important partners.
