Abstract

The administrative responsibly is considered the base for achieving abuttal  confidence inside the administrative system when it is seen a process that in clouds clarification and justifying  performance of how this process occurs between the responsible and other. Therefore this process carries willingness and justifying that should be clear and objective to be accepted for both sides .Importance of administrative responsibly is to control (manage) the administrative work so as to secure between direction and achieve active proficiency.

The university stage is considered an important stage of learning stage since it deals with group that form the main features of the person to build the future  family care and form the real parts in which youth abilities tendencies ,and their attitudes to build considers.

Dean of colleges should provide and have all the expvieuces

 and social care for teachers to help them fellow right way college aims also base on effective administrative education and the professional work and the way they treat he instructors .Hence the treatments of the deans with instructors may beaffeetive by many factors form which my be the application of administrative responsibly .The  fore the present research aims at finding out leave of application the administrative responsibly form the point of view of the teachers staff and to find out if there are any significant appearance due to (accedes to ) the variable of , the type ,college specialization ,and the scientific rank .

The research aims at designing a standard (scale) of administrative responsibly which in culver four fields view possibility form the teachers staffs points of   view .

There search has chosen a sample   consists of (249)male and female instructors randomly ,i.e,(202)male in strudel and (47)female instructors .Basins on the scientific way the searcher builds up the scale and its  items .The viability is by achieved by tow methods , namely ,test and re-test which

value is (0,984)and Alpha cronbach which  value is (0,784).After applying the scale which consists of (103) item on the search sample and analyzing the results statistically on the search sample and after venting cbtoiued results and analyzing them by (spss ) using t-test for one sample using A nova .The theatrical mean score has been (309)which outweighs The t-test computed value which is (92,109) which is higher than the tabooed (1,960) at the level of significance (0,05) and degreed freedom (249).

There has been no statistically significance fference  between the male and female scores in the administrative accountability variable form the teaching staffs points of view according to the sex variable ,college ,specialization  which indicator that therein no statistically significance difference

In the light of obtained results it has been concluded that colleges deans have a highly . a dimmest votive accountability form the instructors points of view out there is no difference in the sex and scientific rank , and the college specialization variables in  clouding professor and  Assist prof.  from the instructor s  point of view.

Both of the researchers recommend the importance of providing enough source for developing the intended variable and the necessity of applying it. They suggest future studies such as finding out the degree of the application of that variable at other colleges in colluding (Baghdad, Basrah , Musel , etc.)  studies like satisfying the job ,organizing atmosphere…etc.
