The Development of the Social Security System in Iraq (1958–1979): A Historical Study of Its Legislative Pathways

Abstract

The working class in Iraq suffered from deteriorating living conditions due to employer exploitation and government neglect. Social security emerged as a means to protect society from disintegration and corruption by preventing poverty and need through financial aid, while also promoting stability in social and human relations between the two sides of production. It aimed to provide security against work-related risks and to ensure income compensation in cases of unemployment, illness, disability, old age, or the loss of a family breadwinner due to death, as well as financial support for exceptional expenses such as childbirth, marriage, or death. This study focuses on the importance of social security for workers in Iraq’s social and political history, particularly in light of increasing labor demands during the 1930s for improved living conditions. The first legal step began with the enactment of the Labor Law in 1936, followed by the introduction of a social security system in 1956. However, implementation stalled until the July 14, 1958 Revolution, which gave special attention to the law’s execution. Interest in developing workers’ social security legislation continued despite changes in political regimes. A new law was enacted in 1964, reflecting the state's socialist vision, followed by another in 1971, aligned with the Ba'ath Party’s philosophy of politicizing the working class. Thus, the social security system evolved significantly between 1958 and 1979, covering various categories of workers through comprehensive stages. The system addressed a wide range of needs, both administratively and legally, to ensure the working class secured its rightful place socially and politically in Iraqi society.
