Gathering is necessary for individuals and is to meet their needs, the individual is unable to provide the necessary needs for himself, so it required to find a state that provides him with those needs.the emergence of the state in Plato was for material need above all, the state was a means to meet the needs of the furs, while Hegel rejected that thing and promised the state an end, not a means. He rejected all the theories that argued that the basis of the state is human aggregation and promised that these societies are brutal societies and have not yet entered history. It has not reached the cultural and political consciousness. The existence of the state is only through the work of people, that is, from the work of the mind.
