Abstract

The focus of the study is the administrative control of building and reconstruction, which is intertwined with some subfields, including housing control, beauty control, health control, and public security control. In addition, administrative control, including the acquisition of building licenses, restricts the freedom of individuals to own real estate and seeks to strike a balance between the freedom of individuals and the public interest to ensure urban development. What depicts the country's civilization and economic realities, is the fact that the globe has experienced building collapses and the consequent material losses. In addition to the damage it brings to the urban environment, it is created by individuals who disregard the construction process's conditions and organizational decisions, as well as the absence of legal texts. The construction process must adhere to well-considered guidelines because structures reflect both individual and national economic prosperity. In addition to the legislative texts that regulate the construction process, administrative control authorities undertake the task of organizing and controlling through administrative decisions, which must be legal or permit the aggrieved party to appeal to the courts to defend the illegality of the decision. Therefore, the topic of (administrative control of construction and reconstruction) arises, which describes the procedures and methods individuals must adhere to obtain building permits and that any violation of these conditions prompts the administrative and judicial authority to pursue legal action against the violator to enforce compliance. Individuals' interests are met while the public interest is protected using this organized urban environment. This is only possible after receiving a license from the administrative authorities, which takes into account all general limitations relating to sizes and distances, except for the general view, which must be consistent with the urban environment.
