Abstract

The job of the mass communication has appears strikingly as one of the basic tools of the foreign policy of countries. Countries have used the media in order to increase their international standing and their immediate trends  in line with the policy of the state, institution or satellite channel. In the midst of the quick duplicate of satellite channels and the spreading out of audio-visual media in light of the changes that the world is witnessing, especially the geopolitics, which the greater division of researchers and thinkers  recognized to the Fourth Authorization , and the new media and its technologies and means, especially what the Arab reality is witnessing under the umbrella of the so-called Arab Spring, and within. The obstruction of this study is to investigate the principles of the Iraqi academic elite in exposure to foreign news satellite channels speaking Arabic, and according to the previous, the research problem we are dealing with dishonesty in answering the questions that midpoint in the region of what are the standards of the Iraqi academic elite in exposure to foreign news satellite channels speaking the language Arabic .The materialization of new indicators in grounding for the configuration of a new world politically and geographically. The main countries began to concentrate on the Arab district, and I realized that the best way to swap over conversation between them and the peoples of these countries is the Arabic-speaking foreign satellite channels, and that the world, as (McLuhan) said, has become one rural community. You hear all their  news and do not hide from them.
