الملخص

إن انتشار ظاهرة الفساد السياسي الحزبي يحول الدولة ومؤسساتها لتكون مورِداً وممولاً للحزب لضمان بقائه والاحتفاظ بأعضائه، وتعزيز قدرته على مقاومة التحديات ومغريات الأحزاب الأخرى، وبذلك تصبح الدولة مؤسسة لدعم الأحزاب.

عانا النظام السياسي الإيطالي من الفساد السياسي الحزبي وانتشار أحزاب السلطة لعقود، لذلك اتسمت الحياة البرلمانية بتغير الولاءات للسعي إلى المكاسب الشخصية، الأمر الذي أنتج أحزاب ضعيفة، وكتل برلمانية وائتلافات حكومية غير مستقرة، ما يفسر قصر أعمار الحكومات المتعاقبة.

لم يقتصر أثر الفساد السياسي الحزبي على الجانب السياسي فحسب، بل كان السبب الرئيس في خلق الكثير من المشاكل الاقتصادية، إذ تسبب بسوء تخصيص الموارد، وارتفاع نسبة اقتصاد الظل، وهروب الكفايات اللازمة لتطوير الإنتاج عالي التكنولوجيا، فضلاً عن تسببه بخفض دخول الطبقة المنتجة من المجتمع ما تسبب بالكساد.
